اتصال بين الخبراء و المسؤولين Connection between Experts and Officials

في حضوري جزء من المؤتمر في جامعة السلطان قابوس عن المياه وتدخل الملح, ادركتُ أهمية بحثي في نفس الوقت الذي كنت منزعجة بهذه الأهمية. واقفة خارج قاعة المؤتمر, رأيت بعض الباحثين من مركزي البحثي في الجامعة. وهؤلاء الرجال كانوا مندهشين: لماذا لم تحضرين كل الايام الثلاثة للمؤتمر؟

In attending a part of the conference at Sultan Qaboos University on water and salt intrusion, I realized the importance of my research at the same time that I was bothered by this significance. Standing outside the conference hall, I saw some researchers from my research center at the University. And these men were surprised: Why didn’t you attend all three days of the conference?

ومرة اخرى, شعرت كما لو كنت ضُربت بهذه الاسئلة. و ردت باجابتي المألوفة الآن: أنا متخصصة في السياسة و بحثي يتمحور على سياسة المياه بدلا من علوم المياه. فأحب حضور الندوات مثل هذه, لكن في الحقيقة مشروعي الصلة بين هذا العالم وعالم صانعي القرار.

And once again, I felt as if I were hit by these questions. I responded with my now familiar response: I specialize in politics and my research centers on water politics instead of the science of water. So I enjoy attending symposiums like these, but in reality my project is the connection between this world and the world of decision makers.

سألت استاذ هنا عن حضور المؤتمر خلال الايام الثلاثة وانعكس وجهه على مشاعره بعبوس. بينما زميلنا قال أن كان الحضور جيد أو عادي, اعترف الاستاذ بأن الحضور كان أقل من توقعات أو آمال المنظمين. وخصوصا, شرح بأن جميع الناس الموجودين في القاعة كانوا العلماء, ليسوا السؤولين من الوزارات. صرح: "لسبب ما, يعتقد صانعي القرار أن المؤتمرات مثل هذه للناس بالمعلومات التقنية بس, بالخبرة." لكن كنت أوافق مع المسؤولين غير الموجودين, هذه الندوة كانت للخبراء, ليست للموظفين من الوزارت. وفركت, هذا واحد من اهداف او ادراكات بحثي في عمان, الصلة بين الخبراء وصانعي القرار غير موجودة أو ممكن ضعيفة جدا. و لا يوجد دفع من أي جانب للتغيير.

I asked a professor there about the attendance of the conference over the three days and his face reflected his feelings, with a frown. And while our colleague said that the attendance was good and normal, the professor admitted that the attendance was less than the organizers’ expectations or hopes. And particularly, he explained that all of the people present in the hall were scientists, not officials from the ministries. He stated: “For some reason, decision makers think that conferences like this one are for people with technical information only, with expertise.” But I agreed with the non-present officials, this symposium was for experts, not for employees from the ministries. And I thought, this is one of the goals or realizations from my research in Oman, the connection between experts and decision makers is not present or is perhaps very weak, and there is no push from either side for change.

وواحد من اسباب لهذه "الارض السائبة" بين الجانبان غياب موضوع السياسة في عمان. افتقار من دراسة العلوم السياسة + انعدام مناقشات السياسة علنا + بدون احساس الانتماء إلى الدولة كوحدة منها (مواطن) = افتقار من التقدم اللازم لعمان. بحثي في عمان بحث "لوبيست" او مستشار او طالب السياسة الخ, لكن المفهوم غير موجود في عمان ولذلك الافراد في مركزي البحث يتساءلون: اينها ولماذا لم تحضر كل ساعات هذا المؤتمر؟

And one of the reasons for this “no man’s land” between the two sides is the absence of the subjects of politics in Oman. A lack of studying political science + lack of debating politics openly + without the feeling of belonging to the country as a unit (citizen) = lack of necessary progress for Oman. My research in Oman is the research of a lobbyist or consultant or student of politics, etc, but the concept is not present in Oman and therefore members of my research center wonder: Where is she and why didn’t she attend every hour of the conference?

  1. there might be a connection between Ministry non-attendance and top down decision making

  2. Most definitely. What I have found is that there is a thick field of national policies created by upper ministry members and consultants to save water. But their implementation and enforcement is lacking majorly.

    Added to that, the decision-making style of the Sultanate (as evident by Oman's title of: the Sultanate) is the father making decisions for his family. The Sultan makes on-the-spot decisions with goodness knows what advisement, and without a detailed realization of the consequences of these decisions (example: "we are going to plant 1 million date palms" on the sidelines of the agricultural symposium).

    This mentality trickles down to ministers and undersecretaries (who, by the way, are not really selected on their expertise in the field of the ministry they head). These authority figures also are able to make decisions, not on the recommendations of more informed department directors, but on special interests affecting them.
