 الحركة النسوية في عمان.

Okay, we return now to the discussing the strengths and weaknesses concerning the Symposium on the Omani Woman and the feminist/women’s movement in Oman.

للناس خارج من عمان او بدون فهم تاريخ حقوق النساء في هذه الدولة, من المهم أن نبدأ بوصف حالة المرأة هنا. أنا ليست متخصصة في هذا الموضوع, لكن من تجرباتي في البلد, لقد تعلمت أنّ المرأة العمانية لديها حقوق كثيرة مقارنة بالنساء في الخليج او الشرق الاوسط بشكل عام. او ممكن, أصحح أن أقول أن التطورات في عمان بشأن حقوق المرأة, كانت تضطلع مبكراً نسبياً. من جهة عندها المرأة العمانية حق التصويت, و الترشيح, و التعليم, و قيادة السيارة, و العمل, و نرى نتائج هذه الحقوق عندما نشاهد المرأة العمانية في سيارتها في الشارع, كعضو في المجلس, او مشاركة في الانتخابات. لكن من جهة أخرى, نرى عدم حقوق المرأة فيما يتعلق بحقوق الجنسية (لاولادها إذا تزوجت رجل أجنبي) و تطبيق و تطبيع بعض الحقوق في المجتمع لتشجيع المرأة العمانية, مثلا, دخول قوة العمل. و امثلة هذه العقبات تشمل تركيب الوظيفة لتسهيل مسؤوليات المرأة في الشركة و في البيت (ساعات العمل, اجازة الامومة, الخ). و بالرغم من الدعم السامي لحقوق المرأة و تطورها في المجتمع موجود, تحويل هذا التأييد العام إلى المرحلة الثانية (تطبيق و تطبيع و تعزيز الحقوق الاساسية للنساء) أقل ملموس و لذلك أصعب للتنظيم و التفعيل لانجاز تنمية دور المرأة العمانية في المجتمع.

For those outside of Oman or without an understanding of the history of women’s rights in this country, it is important that we begin with a description of the status of the woman here. I am not a specialist on this subject, but from my experiences in the country, I have learned that the Omani woman has many rights as compared to women in the Gulf or Middle East generally. Or perhaps it is more accurate to say that the developments in Oman concerning a woman’s rights were undertaken early, relatively. On the one hand, the Omani woman has the right to vote, candidacy, education, driving, and work, and we see the results of these rights when we see the Omani woman in her car on the road, as a member of the Majlis, or participating in elections. But, on the other hand, we see a lack of women’s rights regarding the rights of nationality (for her children if she married a foreign man) and implementation and normalizing some of the rights in society to encourage the Omani woman, for instance entering the work force. Examples of these obstacles include the structure of the job, to ease the responsibilities of the woman in the company and at home (hours of work, maternity leave, etc). And despite the fact that the supreme (Sultan level) support for women’s rights and her development in society is present, transforming this general support into a second phase (implementation and normalization and strengthening of these basic rights for women) is less concrete and therefore more difficult to organize and implement to accomplish the development of the role of the Omani woman in society.

فهذا هو الواقع الذي تعمل النساء الناشطات فيه. في هذا السياق هناك مجموعة اساسية النساء و المنظمات المحلية و الدولية التي تشارك في المناقشة عن المرأة العمانية, من جانب الفلسفة, القانون, الاعلام, السياسة, الصحة, الخ. تتكون قوة الحركة من اهتمام و افكار هؤلاء الناس و جهودهم في تخطيط الفعاليات مثل هذه. و الدعم ليس محدود إلى النساء, إنما هناك رجال يهتمون بالموضوع ايضاً. فعندما نحاسب نقاط القوة بشأن الحركة, لازم أننا نُقرّ التأييد من فوق, و مجموعة قوية تتكون من النساء و الرجال. لكن في رأيي هناك بعض نقاط الضعف مواجهة الحركة, و في الحقيقة هذه النقاط لسيت مقتصرة على هذه القضية, بل على قضايا كثيرة في عمان.

So this is the reality in which active woman work. In this context, there is a core group of women and local and international organizations that participate in the discussion on the Omani woman, from the side of philosophy, law, media, politics, health, etc. The strength of the movement consists of the interest and ideas of these people and their efforts in planning events such as this one. And the support is not limited to women, but rather there are men interested in the topic as well. So when we take account of the strengths concerning the movement, it is necessary that we acknowledge support from above, and a strong group consisting of women and men. But, in my opinion there are some weaknesses facing the movement, and truthfully these points are not limited to this cause, but to many causes in Oman.

ماذا يعني؟ أرى نفس التحديات مواجهة قضية النساء كما أشاهد في بحثي عن البيئة. بعد الندوة أدركت أن الحركة النسوية العمانية تحتاج إلى القيادة, و خطة التطبيق, و هكذا تحتاج إلى نظام. الندوات, طبعا, مفيدة فيما يتعلق بزيادة الوعي عن موضوع, لكن في نفس الوقت, مشكلة الندوات في قدرتها أن تُقنع الناس بأن المناقشة تساوي التغيير. لذلك, في الحقيقة, من الممكن ان نقول: من المتوقع أن زيادة في الندوات ستؤدي إلى الرضا بدلا من التغيير, إلا إذا فُعلت خطة لانجاز اهداف الحركة. هذا اقتراحي الاولى: فعل حلمة لتصلب اهداف رئيسية النساء العمانية, نظام الحركة, و خطة تطبيق او انجاز الاهداف. ثانياً, أقترح أن المنظمات المحلية و الدولية تركز على بناء قدرات النساء في جوانب التقديم و الكلام امام الجمهور و كتابة المقالة, الخ

What do I mean? I see the same challenges facing the women’s cause as I see in my research on the environment. After the symposium I realized that the Omani women’s movement needs leadership, and an implementation plan, and thusly needs structure. Symposiums, naturally, are beneficial as relates to increasing awareness on a topic, but at the same time, the problem with symposiums is in their ability to convince people that discussion equals change. So, truthfully, we might say: it is to be expected that increasing symposiums will lead to complacency instead of change, unless a plan is formed for the achievement of the goals of the movement. This is my first suggestion: forming a campaign to solidify the principle goals of Omani women, a regime for the movement, a plan for implementation or achieving the goals. Second, I propose that local and international organizations concentrate on capacity building of women on the aspects of presenting, speaking in front of the audience, writing articles, etc.
